Displaced civilians in Russia's border regions (Kursk, Belgorod)

Hostilities linked to Russia's war with Ukraine affect civilians in Russia's border regions. In August 2024 the Kursk regional authorities evacuated about 121,000 people, and the Belgorod and Kursk regions remain targets of drone attacks and shelling.

According to the ICRC, almost 13,000 displaced people received cash assistance in 2025 under programmes run jointly with the Russian Red Cross in seven regions: Belgorod, Bryansk, Kaluga, Krasnodar, Kursk, Rostov and Voronezh; the programmes continue in 2026. The Russian Red Cross reported in August 2025 that it had assisted more than 142,000 residents of Kursk region. In June 2026 the Kursk governor reported more than 16,000 housing certificates issued to people who lost their homes and 320 border residents whose fate remains unknown. In July 2026 drone attacks in Belgorod region killed further civilians.
