Internally displaced people from Abkhazia and South Ossetia in Georgia

The conflicts in Abkhazia in the early 1990s and the 2008 war displaced hundreds of thousands of people who cannot return to homes outside the control of the authorities in Tbilisi. Most displaced people live in Tbilisi and in Zugdidi and the Samegrelo region.

According to a UN Secretary-General report, 299,172 people were registered as internally displaced in Georgia in January 2025. The government announced housing for a further 13,000 households by the end of 2025, while some families still live in collective centres in poor condition. More than 45,000 people have spontaneously returned to Gali district in Abkhazia, where humanitarian access is restricted. UNHCR runs offices in Tbilisi and Zugdidi.
